“పరిపాలనా విభాగాల కూర్పు సందర్భంగా క్షేత్రస్థాయిలో పనిచేసే ఉద్యోగుల సంఖ్య ఎక్కువగా ఉండేలా చూడాలి. ప్రతీ శాఖలో, ప్రతీ జిల్లాలో సమాన స్థాయిలో ఉద్యోగులు ఉండనక్కరలేదు. జిల్లాల్లో ఆయా శాఖల పనిభారాన్ని బట్టే ఉద్యోగులుండాలి. ఖమ్మం జిల్లాలో సెరికల్చర్ వుంది కాబట్టి అక్కడి సెరికల్చర్ అధికారులుండాలి. రంగారెడ్డి జిల్లాలో హార్టికల్చర్ ఉంది కాబట్టి అక్కడ ఆ శాఖ విస్తరించాలి.
హైదరాబాద్ చుట్టుపక్కల పరిశ్రమలు ఎక్కువ వున్నందున ఆ శాఖ మరింత బాగా పని చేయాలి. ఇలా ప్రతీ శాఖ తమకు ఎక్కువ పనిభారం ఎక్కడ ఉందో గమనించి ఉద్యోగులను సర్దుబాటు చేసుకోవాలి” అని ముఖ్యమంత్రి శ్రీ కె. చంద్రశేఖర్ రావు అన్నారు.
ప్రస్తుతం ప్రభుత్వంలో 64 ప్రభుత్వ శాఖలున్నాయి వాటిలో చాలా శాఖలు ఒకే స్వభావం కలిగినవి. అలాంటి వాటిని ఒకే అధికారి పరిధి కిందికి తేవాలని గతంలో ముఖ్యమంత్రి ఆదేశించారు. దానికి అనుగుణంగా అధికారుల టాస్క్ ఫోర్స్ ప్రతిపాదనలు సిద్ధం చేసింది.
మధ్యతరహా, చిన్నతరహా నీటిపారుదల శాఖకు ఒకే జిల్లా అధికారి వుంటారు. వ్యవసాయం, హార్టికల్చర్, సెరికల్చర్ లకు కలిపి ఒకే అధికారిని నియమిస్తారు. విద్యాశాఖలో అన్ని విభాగాలకూ ఒకే అధికారి ఉంటారు. అటవీ శాఖ, సామాజిక అడవులు, వణ్యప్రాణి విభాగాలను కలిపేస్తారు. డి.ఆర్.డి.ఎ, డ్వామా, సెర్ప్ లాంటివన్నీ ఒకే శాఖగా మారతాయి. సంక్షేమ శాఖలు ఒకే గొడుగు కిందికి వస్తాయి. భారీ నీటి పారుదల శాఖ పరిపాలనా విభాగం మాత్రం జిల్లా యూనిట్ గా కాకుండా ప్రాజెక్టుల వారీగా వుంటుంది.
‘‘చిన్న జిల్లాల ఏర్పాటు వల్ల అభివృద్ధి, సంక్షేమ కార్యక్రమాల అమలు, పర్యవేక్షణ సులభంగా వుంటుంది, దీని వల్ల ప్రజలకు మేలు జరుగుతుంది. అవినీతి, అక్రమాలను తగ్గించవచ్చు. ప్రభుత్వం, అధికారులు తలచుకుంటే ఏమైనా చేయగలరు. పేకాట, గుడుంబా లాంటివి బాగా అరికట్టగలిగాం. మిగతా వాటినీ అలాగే నియంత్రించగలుగుతాం’’ అని సిఎం చెప్పారు.
‘‘భారీ నీటి పారుదల ప్రాజెక్టులు పూర్తయితే తెలంగాణ వ్యవసాయం బాగా విస్తరిస్తుంది. మత్స్య పరిశ్రమ అభివృద్ధి చెందుతుంది. ఈ అంశాన్ని దృష్టిలో పెట్టుకుని ఆయా శాఖలను పటిష్టం చేయాలి. మైనారిటీల సంక్షేమం కోసం అనేక కార్యక్రమాలు చేపడుతున్నందున, వాటిని అమలు చేసే యంత్రాంగం వుండాలి. అభివృద్ది, సంక్షేమ కార్యాక్రమాలన్నింటినీ కలెక్టర్లు స్వయంగా పర్యవేక్షించేలా అధికార వ్యవస్థ వుండాలి. ఎస్సీ, ఎస్టీ, బిసిల కోసం, పేదల జివితాల్లో మార్పు తేవడానికి చేపడుతున్న కార్యక్రమాలు మరింత బాగా అమలు కావడానికి చిన్న జిల్లాలు ఉపయోగపడతాయని నా నమ్మకం’’ అని సిఎం చెప్పారు. కొత్త జిల్లాల్లో కలెక్టరేట్ ఏర్పాటు కోసం రూ. కోటి చోప్పున, పోలీస్ కార్యాలయాల ఏర్పాటుకు రూ. 50 లక్షల చోప్పున మంజూరు చేస్తున్నట్లు ముఖ్యమంత్రి ప్రకటించారు.
సోమవారంనాడు భూకైలాస్, భక్త కన్నప్ప పాటలు, మంగళవారం సూపర్మేన్ లో “శ్రీ ఆంజనేయా ప్రసన్నాంజనేయా" అన్నపాటో, కలియుగ రావణాసురుడు సినిమాలో “నమో నమో హనుమంతా" అన్నపాటో...ఇలా ముందుగానే మాకు తెలిసిపోతూ వుండేది ఏంవినబోతున్నామో!
స్కూలునించి మధ్యాహ్నం భోజనానికి వస్తే “ఆకాశవాణి! ఈవార్తలు ఇంతటితో సమాప్తం!" అంటూ కందుకూరి సూర్యనారాయణో, అద్దంకి మన్నారో, పార్వతీ ప్రసాదో..ఎవరో ఒకరు పలకరించేవారు. “అన్నాలకి లేవండి! మళ్ళా ఆలస్యఁవైందంటారు!" అని అమ్మ తరుముతోంటే గబగబా తింటూ కార్మికుల కార్యక్రమం వినేవాళ్ళం.
చిన్నక్క, ఏకాంబరం కలిసి కార్మికుల కోసం ప్రభుత్వ పథకాలు, వారి హక్కులు, బాధ్యతలు తెలియజేస్తూ మధ్యమధ్యలో అప్పుడప్పుడు చిత్రగీతాలు ప్రసారం చేసేవారు. సరిగ్గా ఒంటిగంటా పదినిమిషాలవ్వగానే పసిడిపంటలు మొదలయ్యేది. అంతే! పరుగోపరుగు. నడిచి స్కూలుకెళ్ళడానికి ఇరవై నిమిషాలు పట్టేది.
ఎప్పుడైనా సెలవురోజు ఇంట్లోవుంటే పసిడిపంటలవ్వగానే ప్రాంతీయ వార్తలు చదివేవారు ప్రయాగ రామకృష్ణ, తిరుమలశెట్టి శ్రీరాములు....వీళ్ళంతా! అవవ్వగానే “మనోరంజని! మీరు కోరిన మధురగీతాలు వింటారు!" అని మీనాక్షో, ఏవియస్ రామారావో అనగానే ఇంట్లో అందరం సంబరపడిపోయేవాళ్ళం. ఆ అరగంటా ఎటువంటి ప్రకటనలు లేకుండా మంచిమంచి పాటలన్నీ వేసేవారు. అవన్నీ చెవులు రిక్కించిమరీ వినేవాళ్ళం.
రెండవ్వగానే ఇంగ్లీషులో వార్తలు..ఢిల్లీనించి ప్రసారమయ్యేవి. ఆ ఇంగ్లీషు వింటూ ఏ పదాన్ని ఎలా పలకాలో, స్పష్టమైన ఇంగ్లీషు ఎలా మాట్లాడాలో నేర్చుకునేవాళ్ళం.
ఇప్పుడు వాట్సప్పుల్లోను, ఫేస్ బుక్కుల్లోను కనబడే ‘ హ్మ్......., లోల్....., ఆర్వోఎఫ్ఫెల్....., కె..కె...(ఓకే ఓకే కొచ్చిన తిప్పలు)..ఇవన్నీ చదువుతోంటే నవ్వు, అసహ్యం, భయం....ఈమూడురకాల భావాలు ఒకేసారి కలుగుతున్నాయి.
నిన్నొకటి చూసాను. ‘డబ్ల్యూ సి' అని రాస్తున్నారు. చాలాచోట్ల చూసాక అడిగితే అది ‘వెల్ కమ్' అని చెప్పారు మా వంశోద్ధారకులు. నా సందేహమేంటంటే వీళ్ళు కొన్నాళ్ళకి వెల్ కమ్ స్పెల్లింగు మర్చిపోతారేమోనని!
సర్సరే! రేడియోలో వున్నాంకదా! ఇక ఆదివారాలు సాయంత్రం నాటికలు, నాటకాలు ప్రసారం చేసేవారు. వి.వి.కనకదుర్గ, నండూరి సుబ్బారావు, ఏబియస్ రామారావు, పాండురంగ విఠల్... వీరందరూ ఎక్కువగా వినబడేవారు. వాళ్ళ గొంతు వింటోంటే మంత్రముగ్ధులమైపోయేవాళ్ళం. అచ్చమైన, స్వచ్ఛమైన తెలుగు, ఉచ్చారణలో ఎట్టి పొల్లూలేని ఆ భాష వింటే చాలు మనకి ఎంత ప్రయత్నించినా వక్రభాష రాదు.
ఇప్పుడు మన యాంకర్లు, టీవీ డబ్బింగ్ ఆర్టిస్టులు, దుష్టచతుష్టయపు హీరోలు...వీరందరూ మాట్లాడుతున్న భాష వినికూడా మనం బ్రతికున్నామంటే ఏదో బలమైన కారణం, మనవల్ల ఈ సమాజానికి జరగాల్సిన మంచి వుండివుంటాయి
ఇక రాత్రిపూట చిత్రలహరి, మధురిమ అంటూ పాటలవీ వేస్తుండేవారు. అన్నీ అయ్యాక రాత్రి ఢిల్లీనుంచి శాస్త్రీయ సంగీత కార్యక్రమం వెలువడేది. ఉద్దండులైన కళాకారులందరూ వినిపించే ఆ స్వరవిన్యాసాన్ని ఆలకించిన మాజన్మలు ధన్యం.
రేడియో ఒక ప్రసారసాధనంలానో, పాటలపెట్టెలానో కాకుండా మాకు భాషమీద మంచి పట్టును తెచ్చిపెట్టిన యంత్రంలా మేమందరం ఇప్పటికీ గుర్తుంచుకుంటాం.
ఉండడానికి వేలాది ఛానల్స్ వున్నాయిప్పుడు. పార్టీ ప్రచారాలు, డప్పులు, ర్యాంకుల రాద్ధాంతాలతో కొందరు, ‘జంక్షన్లో నా ఫంక్షన్ పెడితే పిల్లో బోర్ల పడతవె పిల్లో' అన్నపాటకి అత్తాకోడళ్ళు ఇద్దరిచేతా సిగ్గులేని డ్యాన్సులు చేయించే వెధవాయిలు కొందరు...! ఇక సినిమాలైతే ఐనాక్సువాడు పద్దెనిమిదేళ్ళు నిండనివాళ్ళకి చూపించని సినిమాలన్నీ టీవీలో యధేచ్ఛగా చూసెయ్యచ్చు.

ఎప్పుడు విజయవాడ లో ఉంటూ అప్పుడప్పుడు హైదారాబాద్ లో ఉండటానికి ఇల్లు బాగు చెయ్యడానికి అక్షరాల రూ. 20 కోట్లు .అంతే కాకుండా మరో ఏడు ఏండ్లలో ఖాళీ చేయబోతున్న సెక్రటేరియట్ రీమోడలింగ్ ఖర్చు రూ.20 కోట్లు ..అంతే కాకుండా కాన్వాయ్ లు అంటూ 3 చోట్ల కలిపి అక్షరాల రూ. 30 కోట్లు .ఇక బెజవాడ ముఖ్యమంత్రి క్యాంపు ఆఫీసు కోసం రూ. 20 కోట్లు.తను తిరగడానికి ఖరీదు అయిన కొత్త బస్ కోసం రూ. 5 కోట్లు ..రాష్ట్రంలో ఉండటానికి బెజవాడ లో ఇల్లు అంటూ రూ. 5 కోట్లు . ఇంటికి దారులు, కరంట్ అంటూ ....రూ. 22 కోట్లు .పండగల పేరిట చంద్రన్న సంక్రాంతి అంటూ రూ.350 కోట్లు .
చంద్రన్న రంజాన్ అంటూ ఊడేసినది .. రూ.50 కోట్లు.ఇక ప్రాజెక్టులు అంటూ పట్టిసీమ అంటూ దోచిన సొమ్ము..రూ. 1350 కోట్లు . పుష్కరాలు అంటూ సినిమా షూటింగ్ ల కోసం... రూ.250 కోట్లు.తనకోసం ప్రత్యేక విమానాలు, విదేశాలు బూడిదలో పోసింది ..రూ. 75 కోట్లు.. అమరావతి పూజ(భూమి పూజ )రూ. 50 కోట్లు .. శంఖుస్థాపన అంటూ మట్టి మొహాన కొట్టించిన దానికి ...రూ. 400 కోట్లు .. సంకల్ప సభ అని కేసిఆర్ ,ప్రతిపక్షాలను ని తిట్టడానికి పెట్టిన సభ ....రూ. 50 కోట్లు. అమరావతి ఆహ్వానం కోసం కేసిఆర్ ని ఇంటికి వెళ్ళి పిలవడానికి విమానం కోసం..రూ. 1 కోటి.. ఇక సభలు, సమావేశాలు, రైతు క్షేత్రం అంటూ ....రూ. 100 కోట్లు ..ఇలా ప్రజల సొమ్మును అప్పనంగా ఖర్చు చేస్తూ పేద రాష్ట్రం అంటే ఎవరు నమ్ముతారు అని ప్రశ్నిస్తున్నాడు ఆ ఉపాధ్యాయుడు ....
